Revitalizing Efficiency and Comfort: SAFE Housing's Impact on Crisfield Housing Authority Post-Hurricane Sandy
With assistance from the Maryland Energy Administration’s (MEA) 2018 Clean Energy Communities Low-to-Moderate Income Grant Program (LMI) award, SAFE Housing, Inc. improved the health, safety, and efficiency of low-to-moderate income housing units within the Crisfield Housing Authority apartment complex in Maryland.
Located on the Eastern Shore of the Chesapeake Bay, the Crisfield Housing Authority was devastated by Hurricane Sandy in 2012 when the property was partially submerged under water resulting in extensive damage. Due to shortfalls in insurance, the Crisfield Housing Authority had minimal reserves in which to perform energy upgrades. As a master metered housing community, Crisfield was ineligible to receive assistance from most Maryland Weatherization Programs.
MEA’s LMI program enabled SAFE Housing, Inc. to complete cost-effective energy efficiency upgrades including LED lighting, air sealing, efficient flow aerators and showerheads, and increasing attic insulation levels to R49.
During the audits, high carbon monoxide levels were observed. The auditors experienced headaches during testing due to existing re-circulating range hoods. The LMI program covered costs including removal of existing units, installation of new 120 cfm exhaust fans, and venting hard pipes up through cabinets to the exterior (staying just above the cabinets and terminating on the exterior). Bath exhaust fans with smart cycle switches were also installed to meet ASHRAE 62.2 requirements to ensure proper ventilation in dwelling units to improve air quality a control moisture to prevent mold growth. In addition to lowering utility costs, the mechanical system improvements created a healthier living environment for residents.
The simple payback on the energy saving measures for forty-two (42) units at the Crisfield Housing Authority is approximately six years. With administrative, health and safety measures, and ventilation requirements (ASHRAE 62.2 and Range Exhaust Fans) included, the payback is approximately 11.5 years.
